Hans Verkuil 4f996594ce [media] v4l2: make vidioc_s_crop const

Adding const for write-only ioctls was decided during the 2012 Media Workshop.

Todo:
	- checkpatch.pl cleanups
	- sparse cleanups
	- lots of little modules, should be merged together
	  and added to the build.
	- testing?
	- handle churn in v4l layer.
