This wires up the perf_counter_open() syscall so that basic
software support for perf is working.

This is complicated a little because compat_audit.c wants to see only
the 32bit syscall numbers, but is being built in a 64bit compile.

The rest was an update of the top-level Makefile to use sparc
for header files when sparc64 is being build.
And a small fixlet to pick up the correct unistd.h from
sparc64 code.
