CONFIG_HOTPLUG is going away as an option. As a result, the __dev*
markings need to be removed.
This change removes the use of __devinit, __devexit_p, __devinitdata,
__devinitconst, and __devexit from these drivers.
Based on patches originally written by Bill Pemberton, but redone by me
in order to handle some of the coding style issues better, by hand.

they all are purely theoretical, it is better to fix them.

A recent commit "[media] v4l2: make vidioc_s_crop const" introduced
warnings in sh_vou. Fix them by cleanly separating writable and
read-only variables in cropping operations.

Write-only ioctls should have a const argument in the ioctl op.
Do this conversion for vidioc_s_crop.
Adding const for write-only ioctls was decided during the 2012 Media Workshop.
